A municipal waste operation moves money by weight: landfill levy per ton, transfer station per ton, and often contractor billing per ton or per round. The whole payment chain rests on weigh-ins - and yet, in most municipalities weigh tickets live in a binder or a PDF, and reconciliation happens, if at all, once a quarter. Every wrongly recorded ton is money paid without justification.
The common gaps repeat themselves: a weigh-in attributed to the wrong origin (commercial waste recorded as municipal), a truck weighed with a wrong tare, rounds reported without a ticket, and simple typing errors at the gate. None of these requires bad intent - a manual chain with many touchpoints is enough.
The fix is to make weighing part of the digital chain: automatic weighing with image-based vehicle identification, photo documentation of every pass over the scale, and automatic linking of each weigh-in to the vehicle, hauler, origin and round. Once the data is born digital, reconciling against contractor billing and landfill invoices is a query, not a project.
What do you find when you reconcile? Almost always three things: waste entering the municipal quota that does not belong to it, gaps between reported and weighed tons, and a seasonal pattern that enables smarter collection frequency. Israel's State Comptroller report (2022) likewise pointed to weighing and data control as basic tools municipalities lack.
The simple test for a department head: if tomorrow morning someone asks how many tons left the city last month, to where, and at what price per ton - is the answer on one screen? If it takes three phone calls and a binder, that is exactly where the money sits.
